When waste incineration is the right disposal route

Incineration is a thermal treatment that destroys the organic fraction of waste under controlled conditions of temperature, residence time and oxygen. In the order of priority set by Law 12.305/2010, Brazil's National Solid Waste Policy, it is a form of treatment: it should be considered when the waste cannot be avoided, reused or recycled, and before landfill disposal.

Waste for which incineration is usually indicated

  • Class I waste under ABNT NBR 10004: hazardous materials whose thermal destruction eliminates or reduces the risk, such as some solvents, sludges and chemical process residues.
  • Waste containing persistent or toxic organic compounds: when landfill disposal would keep the environmental liability indefinitely.
  • Materials that require proven destruction: off-spec products, contaminated packaging and items that cannot return to the market.

Not all hazardous waste needs to be incinerated. The decision depends on composition, calorific value, moisture content and contaminants such as halogens and metals, which affect flue gas treatment and the ash generated.

CONAMA Resolution 316/2002 and licensing

CONAMA Resolution 316/2002 (issued by Brazil's National Environment Council) sets procedures and criteria for the operation of thermal waste treatment systems. Among other points, it covers environmental licensing of these units, air emission limits, emission monitoring and the disposal of ash and slag. In practice, for the generator, this means:

  • The incinerator must hold a valid operating license, issued by the environmental agency, compatible with the type of waste sent.
  • Ash and slag are also waste and require proper disposal, usually in a licensed landfill.
  • Transport to the unit is recorded with an MTR (Waste Transport Manifest) in SINIR, and destruction is proven by the CDF (Certificate of Final Disposal) issued by the receiver.

Incineration or co-processing

CriterionIncinerationCo-processing
Main goalDestroy the waste and reduce its volume and hazard.Use the waste as fuel or raw material in cement kilns.
FacilityIncinerator dedicated to waste treatment.Clinker kiln licensed to receive waste.
By-productsAsh and slag that require disposal.Mineral components are incorporated into the clinker.
RestrictionsAccepts a wide range of hazardous waste, as allowed by the license.Requires calorific value and composition compatible with the process and cement quality.

When the waste meets co-processing requirements, this route tends to be preferred because it recovers the energy content. When it does not, incineration is the treatment route. To compare all options, see industrial waste disposal. For the complete process, from collection to documentation, see industrial waste management.

Frequently asked questions

What is waste incineration?

It is a thermal treatment process that breaks down waste at high temperatures, reducing its volume and neutralizing hazardous components. It is recommended for waste that cannot be recycled or sent to landfill.

When is incineration recommended?

It is recommended for Class I hazardous waste, healthcare waste and materials that require controlled thermal destruction for environmental or safety reasons.

Is incineration environmentally safe?

When carried out at licensed plants with emissions control, it is a safe and recognized form of disposal, in compliance with environmental standards.

Does TSL manage the full process through to incineration?

Yes. TSL coordinates collection, transport and disposal by incineration at licensed plants, with traceability documentation.
